What causes OBD-II fault code P0023?

Newer vehicles use a variable timing system to adjust the opening and closing of the Intake and Exhaust Valves to improve fuel efficiency and engine performance. The engine control module (PCM) uses actuators to move the camshaft enough to produce the requested amount of power from the engine. If the PCM determines that the valve timing is not being adjusted as requested, the PCM will set code P0023.
