What causes OBD-II fault code P0586?

The cruise control system uses vacuum to maintain speed. The Cruise Control Vent Solenoid allows the system to release vacuum if the vehicle needs to slow down. If the Vent Control Solenoid does not perform as requested, code P0586 will be set and cruise control will be disabled.
