What is your question?
The manual says to use the DIC without turning the engine on. I cannot display the information without the engine on. The DIC shows a message that says "Turn engine on to see information." I cannot enter the TPMS learning mode without the tire pressures displayed and the tire pressures will not display without the engine on. I am using the VXSCAN EL-50588. This is a 2016 Buick LaCrosse.
What makes this problem better or worse?
It is consistent.
How long has your 2016 Buick LaCrosse had this problem?
Since I put the snow tires on (1 week)

I would advise getting some advice from your local GM dealership, which will likely be without cost. Especially if you are still underneath factory warranty. Tire pressures should be something that you can get assistance with.
The information you seek is located there in..
Basically all you need to do is push start button without foot on brake pedal..
Thank you for responding. When I push the start button without foot on brake pedal the DIC doesn't allow me to scroll through the information display. There is a message that says, "Start the Engine to view information." Do you know how I can get passed that? Thank you.
It turns out that the 2016 Buick LaCrosse has to have the engine running in order to get the TPMS to enter the learning mode. Also, the VXSCAN, N2 TPMS, EL-50588 does not work on this model to reset the TPMS. I had to go to Tire Warehouse in Portsmouth, NH to get them reset. They were great.
