Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. The cruise control system will not operate if some basic checks do not pass. One of those checks is the brake lights. If the brake lights do not work and the brake light switch does not work, the vehicle will not allow the cruise control system to work because it's a safety feature for deactivating its operation. That is just one example. There are other components that are checked, such as vehicle speed information and the speed control servo along with the throttle. If something isn't working properly, the system will not operate and allow you to set speed. The steering wheel switches are given power by their sliding contact - or clock spring - behind the steering wheel. If this is malfunctioning, the switches will not work sometimes or all the time.
