What is your question?
I had a new timing belt installed. After about 100 miles the engine started pinging upon acceleration from a stop as if it was out of timing. I returned it to the mechanic & he told me it was my ECM that controlled the advance. I had it tested from another mechanic & he said it was not the ECM. He believed it was a bad installation of the timing belt. I took it back to the 1st mechanic. He retimed the belt which did not fix the issue.

‘Advanced’ ignition timing will cause pre ignition ping.. The Power Control Module (PCM) does indeed control timing advance / retard mainly via inputs from the knock sensor.. Suggest comprehensive scan test so timing advance can be monitored on live data screen.. This test will also include a smorgasbord of systems testing.
Poor quality fuel and / or plugged EGR passages can also contribute to preignition - spark knock.. Lastly if the timing belt was off even by only one tooth - engine power / performance would be ‘noticeably’ reduced .. Good luck!
