how do you adjust the emergency brake on 95 mustang

What is your question?

It doesn't want to start working till it's almost to the floor. The lights aren't bright enough, have to drive with bright lights on and still not bright. Windshield wipers I have to do manually by hand.

How long has your 1995 Ford Mustang had this problem?
