It is possible that the starting system is seeking a signal from the brake pedal to allow the starter to engage. The brake light switch may not be engaging consistently when the brake pedal is pushed. This may be something to have a look at. Do the brake lights always come on when pressing the brake pedal? If not, this could be an important clue.
