2014 Jeep Grand Cherokee Altitude not covered by brake booster recall. Why?

I had to have the brake booster replaced in my 2014 Jeep Grand Cherokee Altitude in 2017, I discovered there was a recall for the problem but I was told my Jeep was not covered. I questioned as to why but was unable to get an answer.
