On short trips the car will not start after shutting it down. Engine turns over, battery is good, just will not start. Wait anywhere from 30 minutes to 1 hour and it starts immediately. Both fuel pumps and battery have been replaced, no impact.
What makes this problem better or worse?
Worse when taking a short trip of 3 to 15 miles

Hello, why replace the parts if failure was not verified? Your vehicle needs fuel pressure and delivery, ignition spark, the appropriate amount of air getting into the intake and exhaust flow to start. It also has to have no anti-theft system intervention. It's not a mystery - testing will show what is missing when the problem occurs. High end diagnostic equipment (not just a code reader) and a trained technician with a shop manual would be indispensable in resolving this concern.
